صندوق پژوهش و فناوری استان قزوین تلاش نموده با جذب و بکارگیری نیروهای متخصص و توانمند در زمینه‌های مختلف مورد نیاز فناوران و کارآفرینان برای ارائه بهتر خدمات به آن‌ها اقدامات لازم اعم از سرمایه‌گذاری و جذب سرمایه‌گذار، ارائه تسهیلات و ضمانت‌نامه و توانمندسازی واحدهای فناور انجام دهد.
این صندوق با تلاش برای توسعه زیست بوم فناوری در سطح استان قزوین علاوه بر بهبود و توسعه عملکرد واحدهای فناور در راستای ارتقای توانمندی کارآفرینان اقدامات و تلاش فراوانی را برنامه‌ریزی نموده است که تنظیم بوم مدل کسب و کار و تسهیل مراحل دانش بنیان شدن واحدهای فناور، بخشی از این مهم بوده است.
